}{\plain \b \tab }{\plain Delegate Justin Ross was present and submitted eight amendments to this bill.  \par
}{\plain \tab Amendment #2-County Council Projects that have been approved will be affected.\par
}{\plain \tab This amendment is so that persons whom have already been approved will not have\par
}{\plain \tab to pay surcharge, which become effective 7/1/05.  Amendment #3-Del . Ross stated\par
}{\plain \tab that there should be some type of surcharge for construction inside the beltway.  Del. \tab Hubbard says these amendments complicate things.  He feels its wrong to make people \tab pay for those cost inside the beltway.  Del. Frush wanted to know where the amendments \tab had come from, Del. Ross said they came from his colleagues.  Amendment #4-Re-\tab development is exempt.  Amendment #5-Defines where the money gets split, as far as \tab what agencies.  Del. Hubbard feels these numbers are not fair.  Amendment #6- States \tab how the money is divided.  Amendment #7-Defines what the revenue can be spent for.  \tab Amendment #8-States that the surcharge established will adjust yearly according to \tab Consumer Price Index.  Del. Hubbard feels the needs should be based on priority, one \tab way or another the municipalities get nothing.  Del. Patterson stated that he also has \tab amendments, but in lieu of the other amendments he\'92ll wait.  Del. Frush moved to \tab special order the bill.  Del. Patterson said he wants to get amendments out in advance.  \tab Del. Howard stated that Del. Ross should not present both sides of an amendment.  \tab Del. Ross introduced persons from the Fire Department who had come down in \tab \tab support of his bill. This bill was }{\plain \b special ordered }{\plain until next week.\par

}{\plain \tab tower.  The intent of the bill is to be in touch with all the other counties.  Del. Frush\par
}{\plain \tab wants to strike adequate from the Amendment 3 of 214/1.  Del. Patterson was not \par
}{\plain \tab sure whether the bill would sunset after 3 years.  It will end June 30, 2008.  It has \par
}{\plain \tab been determined that amount of revenue will be 60 million in a 3 year period around \par
}{\plain \tab 7.5 million per year.  It will not be enough to cover the needs to complete tower.  They\par
}{\plain \tab thought it would raise 10 million.  It will however get them a long way in building the\par
}{\plain \tab tower.  Delegate Hubbard is in support of the amendment, he feels that the committee \tab should be able to come back and look at the bill.  The Bill was}{\plain \b  passed favorable with \tab amendments.}{\plain \par
