}{\plain \tab amendments to }{\plain \b PG-406 Parking of Commercial Vehicles in Residential Areas}{\plain , which \tab is already going to be heard before the full delegation.  Del. Healey discussed her \tab amendments to PG-406 Counsel was requested to give a overview of the amendments to \tab the 
committee.  Del. Parker discussed what type of vehicles would be affected.  She \tab stated that 
they are trying to keep the communities gorgeous.  Del. Griffith was trying to \tab get a sense of 
why this bill is being presented.  She asked if the law was being enforced.  \tab Police are not 
enforcing the law.  \par

}{\plain \b \tab }{\plain This is the 3rd time this bill has come before the committee.  Del. Patterson stated that \tab this bill has been special ordered for the third time to consolidate the amendments.  Del. \tab Patterson was happy to report that at this reading everyone is on the same page (County \tab Council, County Executive, etc.).  Amendments were moved and 2nd, Amendments were 
\tab read by Committee Council to committee.  Del. Hubbard wanted to know if an annual \tab report \tab is required.  Del. Howard wanted to know who else was ready to move this bill, \tab i.e.Police, Fire, etc., and have we heard from these agencies.  Del. Griffith said she has \tab been struggling with this bill.  She referred to PG-321.  She feels that new home buyers \tab will get a double hit if bill is passed.  Del. Hubbard said that the burden cost is based on \tab new growth not existing growth.  Surcharges have not hurt his area.  It raises revenue \tab creating infrastructures needed.  County Councilman Peters was introduced along with\par

{\plain Delegate Kelley discussed the Public Hearing and stated that there are many problems in 
our school system.  There is alot of single parenting.  Parenting has changed.  Major lack 
of involvement, there is over 10,000 parents in the PTA with 3,000  parents participating.  
We have over 140,000 students in the school system.  There is no opposition from the 
school board.  Other states have implemented these programs.  Tracking parental 
involvement would be difficult.  Del. Howard expressed her strong opposition to Del. 
Kelley\'92s bills.  Del. Howard said that they need to know what programs are being 
implemented in the school system (Parental Contact)  No child left behind requires 
parental involvement.  She stated that there are some things you just can\'92t mandate.  She 
also wanted to know what kind of resources can you mandate a parent provide.  Del 
Howard wanted to special order to provide the committee with information of programs 
being offered in the school system.  Del . Frush said this is a great idea, yet we are not in 
the position to require parents to become involved.  Those that do want to be involved 
will be involved and those that don\'92t just will not.  Del. Patterson expressed that he is in 
and out of the school system.  He has seen situations were one parent running the entire 
PTA.  He said can we do something to make environment more parent friendly.  We need 
to reach out to Principals to go the extra mile to attract parents.  More things we can do to 
attract parents.  Del. Howard withdraw her special order request.  Del. Frush made 
motion for unfavorable.  In reference to PG-404 there is not alot of involvement they have 
a policy not a program.  Del. Howard referred to page 2 of the bill, and wanted to know 
why they are using the language stating that a member of the task force should consist of 
President of the House, etc. she wanted to know why they won\'92t use a different 
membership for example County Executive Designee, etc.  Del. Hubbard wanted to know 
what the grading system for Parents would do for the childs grades.  Del. Hubbard said 
that this could well for or against the proposed bill.  Del. Griffith said that everyone 
understands the importance of parental involvement.  Del. Kelly stated that this would 
allow us to determine certain factors.   \par
