Meeting Minutes

January 31, 2003



The meeting convened at 9:00 am.


Present:  Delegates Benson, Brown, Conroy, Davis, Frush, Gaines, Griffith,

Healey, Holmes, Hubbard, Kelley, Menes, Moe, Niemann, Parker, Patterson, Proctor, Ramirez, Ross, Turner, Vaughan and Howard


Absent:  Delegate Vallario


Prayer:  Delegate Anthony Brown


Delegate Howard introduced Prince George’s County Executive, Jack Johnson, who thanked everyone for appearing before the Board of Public Works. He was impressed with the leadership and unity of the group.  He explained the new budget initiatives and how they will affect the various counties.  Delegate Howard thanked County Executive Johnson for his contributions and leadership.

County Affairs Committee:

Delegate Patterson reported on the following bills:

PG  400-03 Board of Education - Student Member Voting

PG 401-03 Student Member - Authority to Vote

PG 402-03 Board of Education Student Member -Voting Rights

PG 404-03 Board of Education Student Member - Voting Rights

PG 410-03 Student Member – Voting Rights

Using the Consent Calendar the above list of bills are Unfavorable.  Delegate Patterson, stated that the committee met and consolidated same subject- matter bills into PG 403-03. 


Law Enforcement & State Appointed Boards Delegation Committee:


Chair:  Delegate Joanne C. Benson; Vice-Chair:  Delegate Victor Ramirez  

Delegate Benson reported on the following bills:

P.G. 300-03 Alcoholic Beverages Violations

PG 301-03 Class – B-ECf/DS Beer, Wine and Liquor License – Annual Fee had received a (FAV) favorable committee report.


Speaker Busch was the guest speaker.  He spoke on tough budgetary times, slots and borrowing from the transportation fund.  He cautioned the Delegation that the slots alone would not adequately fund the budget.  He stated, we do not need to rush into passing the bills dealing with gambling and supported the concept of a moratorium on casino gambling.  The speaker thanked the Chair upon leaving the Delegation Meeting.  



A Public Hearing is scheduled February 11, 2003, 7:30pm at Prince George’s Community College (Rennie Forum) 301 Largo Road, Largo, MD 20774-2199.  All bills not having a hearing will be on the agenda.
