County Affairs Committee Meeting

February 18, 2004

Meeting began at 8:34 a.m.

 

 

Ø      Chairman called the meeting to order and introduced two bills before the committee, PG 400-04 and PG 407-04.

 

Ø      Chairman summarized PG 400-04 and asked that Delegate Mary Conroy give her testimony for her bill.

 

Ø      Delegate Conroy testified on behalf of her bill and asked the committee to review her written testimony.  She asked for any questions on this bill to clarify any misunderstandings.

 

Ø      Delegate Parker moved that the amendment to PG 400-04 be reported favorable.  Delegate Hubbard seconded this motion.

 

Committee vote:  Delegates Hubbard and Parker voted in the affirmative on Delegate Parker’s motion on the amendment to PG 400-04; Delegates Howard and Griffith voted in the negative; and Delegate Patterson abstained.  The amendment for PG 400-04 is tabled until the next meeting, Wednesday, February 25, 2004.

 

Ø      Delegate Hubbard moved that bill PG 400-04 be reported favorable without amendments.  Delegate Frush seconded this motion.

 

Committee vote:  Delegates Hubbard and Frush voted in the affirmative on Delegate Hubbard’s motion on PG 400-04; and Delegates Howard, Griffith, Parker, and Patterson abstained.  Bill PG 400-04 is tabled until the next meeting, Wednesday, February 25, 2004.

 

Ø      Chairman moved on to bill PG 407-04 and asked the representatives from the County Executive’s Office, the School Board, and the County Council if they all were in favor of the amendments to this bill.  They were all in favor of PG 407-04, as amended.

 

Ø      Delegate Howard, who had concerns on how the money was to be generated when the amendments to the bill were offered before the committee at the last meeting, is okay with the information received and is okay as long as the School Board is in agreement.

 

Ø      Delegate Parker moved that the amendments to PG 407-04 be reported favorable.  Delegate Howard seconded.

 

Committee vote:  Delegates Hubbard, Howard, Griffith, Frush, Parker, and Patterson voted in the affirmative.  The amendments to PG 407-04 reported as favorable with the sufficient number of votes.

 

Ø      Delegate Griffith moved that PG 407-04 be reported favorable with amendments.  Delegate Hubbard seconded.

 

Ø      Committee vote:  Delegates Hubbard, Howard, Griffith, Frush, Parker, and Patterson voted in the affirmative.  Bill PG 407-04 reported as favorable with amendments with the sufficient number of votes.

 

Ø      Delegate Howard and Delegate Frush discussed some issues concerning Delegate Howard’s bill, PG-403-04, and how it would affect those in Delegate Frush’ s district.

 

Ø      Chairman congratulated our counsel, Charity Scott, who is leaving on maternity leave and thanked her for being a part of our committee.
