County Affairs Committee Meeting

February 25, 2004

Absent

Meeting began at 8:30 a.m.

 

 

Ø      Chairman called the meeting to order and introduced two bills before the committee, PG 400-04 and PG 403-04.

 

Ø      Chairman summarized PG 400-04 and Delegate Howard moved that PG-400-04 be reported favorable.  Delegate Proctor seconded this motion.

 

Ø      Council Mr. Volt discussed Delegate Conroy’s amendments to her bill and informing the committee on the updates of PG-400-04.

 

Ø      Delegate Howard withdrew her favorable motion for PG-400-04.  No other motions were made so PG-400-04 will remain tabled.

 

Ø      Chairman moved on to PG-403-04 with a brief synopsis of this bill and asked Delegate Howard if she would like to testify on behalf of her bill.

 

Ø      Delegate Howard asked that Mr. Volt give an explanation of the bill and it’s amendments.  Mr. Volt went on to give the committee a brief explanation of the changes dealing with the amendments.

 

Ø      Delegate Howard moved that the amendments to PG-403-04 be reported favorable.  Delegate Griffith seconded this motion.

 

Committee Vote:  Delegates Howard, Griffith, Proctor, Parker, and Patterson voted in the affirmative on Delegate Howard’s motion on the amendments to PG-403-04.  The amendments for PG-403-04 reported as favorable with the sufficient number of votes.

 

Ø      Delegate Griffith needed a clarification concerning the $50,000 earning relating to individual or joint exemptions.  Mr. Volt explained the concerns to the best of his ability to Delegate Griffith.

 

Ø      Delegate Howard explains her reason for sponsoring this bill and informed the committee that she has received a lot of support. If any documentation is needed she had a file containing this information.

 

Ø       Delegate Howard moved that PG-403-04 be reported favorable with amendments.  Delegate Griffith seconded.

 

Committee Vote:  Delegates Howard, Griffith, Proctor, Parker, and Patterson voted in the affirmative on Delegate Howard’s motion on PG-403-04.  Bill PG-403-04 reported as favorable with amendments with the sufficient number of votes.
