Minutes of Organizational Meeting:            Thursday, February 12, 2004

Call to Order:  9:05 a.m.                                Adjourned:  10:00 a.m.         

 

Members in Attendance:       Delegate Joanne C. Benson, Chair; Delegate Victor R. Ramirez, Vice-Chair, Delegate Mary Conroy, Delegate Veronica Turner, Delegate Dereck Davis, Delegate Joseph Vallario, Jr., and Delegate Brian Moe

 

Members Absent:                  Delegate Anne Healey

The meeting convened at 9:05 a.m.

 

Chair Benson called the meeting to order and thanked the members in attendance for their presence and patience. 

 

PG 300-04 – HB 591  Prince George's County  - Nudity and Sexual Displays Restricted – Alcoholic Beverages License Revocation

 

The bill was introduced and summarized by Chairwoman Benson.

 

Delegate Conroy moved favorable on the bill for the purpose of discussion.

Motion seconded by Delegate Vallario.

 

Delegate Conroy offered an amendment to the bill.

 

Committee Counsel, Susan O. McNamee summarized the provisions of the amendment.

 

After a discussion of the amendment the chair called for the vote.

 

The committee accepted the amendment.

 

Delegate Conroy moved favorable on the bill as amended.

Motion seconded by Delegate Moe.

 

Chair Benson called for the vote on PG 300-04 as amended.

 

Vote:  3 Yea  4 Abstain 1 Absent

Status PG 300-04  HELD OVER

 

PG 301-04 – HB 582  Prince George's County – Alcoholic Beverages Violations – Maximum Fine

 

The bill was introduced and summarized by Chairwoman Benson.

 

Delegate Vallario moved favorable on the bill for the purpose of discussion.

Motion seconded by Delegate Turner.

 

After a discussion on the bill, Delegate Vallario withdrew his favorable motion. 

 

Delegate Moe moved unfavorable on the bill.

Motion seconded by Delegate Davis.

 

Chair Benson called for the vote.

 

Vote:  6 Yea  1 Nay 1 Absent

Status PG 301-04  UNFAVORABLE

 

PG 305-04 – HB 600  Prince George's County – Alcoholic Beverages – Out-of-State-Licensees

 

The bill was introduced and summarized by Chair Benson.

 

Delegate Vallario moved favorable on the bill.

Motion seconded by Delegate Conroy for the purpose of discussion.

 

Following a discussion Chair Benson called for the vote.

 

Vote:  7 Yea  1 Absent

Status PG 305-04  FAVORABLE

 

PG 309-04 – HB 586  Prince George's County  - Restrictions on Adult or Obscene Entertainment

 

Chairwoman Benson introduced the bill.

 

Delegate Conroy moved favorable on the bill for the purpose of discussion.

Motion seconded by Delegate Moe.

 

Delegate Ross gave a brief description of the bill and asked the committee to special order the bill for the purpose of amendments.

 

Chair Benson honored the request of Delegate Ross and special ordered the bill until the next meeting.

Status PG 309-04       Special ordered 2/19/2004

 

PG 302-04 – HB 674  Prince George's County – Task Force to Study Personnel Practices in the Prince George's County Police Department

 

 

The bill was special ordered for this week.

 

The bill was introduced and summarized by Chairwoman Benson.

 

Delegate Ramirez requested that the bill be special ordered for an additional week.

PG 314-04 – HB 678  Prince George's County – Employees – Criminal History Records Check

 

The bill was special ordered for this week.

 

The bill was introduced and summarized by Chairwoman Benson.

 

Committee Counsel Susan O. McNamee addressed questions brought up at last weeks meeting.

 

Delegate Turner moved unfavorable on the bill.

Motion seconded by Delegate Conroy.

 

At the request of the committee, the bill was special ordered until the next meeting for the purpose of amendments.

 

After a discussion of the bill Delegate Turner withdrew her unfavorable motion.

Status PG 314-04       Special ordered 2/19/2004

 

 

PG 316-04 – HB 676  Prince George's County – Collection and Disposition of District Court Fines and Penalties – Traffic Safety Enforcement and Education Fund

 

The bill was introduced and summarized by Chairwoman Benson.

 

Delegate Benson offered amendments on behalf of the County.

 

Committee Counsel, Sue McNamee summarized the provisions of the amendment.

 

The committee accepted the amendment.

 

Delegate Moe moved favorable on the bill as amended.

Motion seconded by Delegate Davis.

 

Delegate Benson called for the vote.

 

Vote:  4 Yea  3 Nay 1 Absent

Status PG 316-04  FAVORABLE with amendment

 

Chair Benson announced the addition of PG 406-04 (HB 583) to the Law Enforcement Bill Calendar.  Chair Benson stated that the bill had been transferred to the committee from the County Affairs Committee.
