Minutes of Meeting:                                      Thursday, February 19, 2004

Call to Order:  8:45 a.m.                                            Adjourned:  9:45 a.m.

Members in Attendance:       Delegate Joanne C. Benson, Chair; Delegate Victor R. Ramirez, Vice-Chair, Delegate Mary Conroy, Delegate Anne Healey, Delegate Veronica Turner, Delegate Dereck Davis, Delegate Joseph Vallario, Jr., and Delegate Brian Moe     

The meeting convened at 8:45 am.

 

Chair Benson called the meeting to order and thanked the members in attendance for their presence.   

 

Chair Benson moved unfavorable on PG 330-04, PG 333-04, PG 335-04, PG 337-04 and PG 340-04 for the purpose of withdrawing the bills at the request of the sponsor, Senator Giannetti.

 

Motion seconded unanimously by the committee.

 

Chair Benson called for the vote.

            PG 333-04 – UNF/withdrawn

            PG 335-04 – UNF/withdrawn

            PG 337-04 – UNF/withdrawn

PG 300-04 – HB 591  Prince George's County  - Nudity and Sexual Displays Restricted – Alcoholic Beverages License Revocation

 

The bill was held over from 2/12/2004

 

Committee Counsel, Susan O. McNamee summarized the provisions of the amendment adopted by the committee on February 12, 2004.

 

Delegate Vallario moved favorable on the bill as amended.

Motion seconded by Delegate Conroy.

 

Chair Benson called for the vote on PG 300-04 as amended.

 

Vote:  6 Yea  2 Absent

Status PG 300-04  FAV w/amendment

 

 

PG 309-04 – HB 586  Prince George's County  - Restrictions on Adult or Obscene Entertainment

 

The bill was special ordered from 2/12/2004

 

Delegate Ross requested that the bill be withdrawn. 

 

Chair Benson honored the request of Delegate Ross and called for the vote.

PG 302-04 – HB 674  Prince George's County – Task Force to Study Personnel Practices in the Prince George's County Police Department

 

The bill was special ordered from 2/12/2004.

 

The bill was introduced and summarized by Chairwoman Benson.

 

The sponsor, Delegate Ramirez requested the bill be withdrawn.

 

Delegate Moe moved unfavorable on the bill.

Motion seconded by Delegate Healey

PG 314-04 – HB 678  Prince George's County – Employees – Criminal History Records Check

 

The bill was special ordered from 2/12/2004.

 

The bill was introduced and summarized by Chairwoman Benson.

 

Committee Counsel Susan O. McNamee summarized the provisions of the amendments being offered by Delegate Moe and Delegate Vallario. 

 

The committee had a brief discussion regarding the provisions of both amendments.  Counsel was asked to draft a new amendment, which stated that the County Executive proposed and the County Council adopted guidelines.

 

Delegate Conroy moved favorable on the bill as amended.

Motion seconded by Delegate Moe.

 

Chair Benson called for the vote.

PG 303-04 – HB 601  Prince George's County – Elderly Rental Housing Units – Limitation on Rent Increases

 

The bill was introduced and summarized by Vice Chair Ramirez.

 

Delegate Ramirez asked that the bill be special ordered for 2/26/04.

Chair Benson introduced or summarized the bill.

 

After a brief discussion Delegate Moe moved unfavorable on the bill.

Motion seconded by Delegate Conroy.

 

Chair Benson called for the vote.

 

Vote:   8 Yea (unanimous)

Status: PG 324-04       UNF

 

Chair Benson moved unfavorable on PG 350-04 for the purpose of withdrawing the bills at the request of the sponsor, the County Executive.  Tiffany C. Hanna stated that a formal letter of withdrawal was forthcoming.

 

Motion seconded unanimously by the committee.

 

Chair Benson called for the vote.
